Define the queue you can maintain
A waitlist needs a real record and an offer process. Decide whether it follows order of entry, eligibility, or another published rule. The general subscriber list should not be described as a queue if it only receives course announcements.
Confirm how long an offered place remains available and what the customer must do to accept. Keep those terms on the waitlist page. Private offers should go through the booking route so you can record acceptance and avoid offering one place to several people accidentally.
